Article Consideration Process
When an author submits their manuscript (via the online submission system) (both manuscript variants), it goes to the journal's editorial office. An editorial staff member examines the manuscript to ensure it meets technical requirements. Alongside the manuscript (both variants), the author sends a cover letter to the journal (see the cover letter template), asserting the independent nature of the submitted manuscript, and stating the author’s consent to the plagiarism checking, inclusion in various databases and information systems, including article full-text versions for publication and assignment of exclusive publication rights to the publisher. It also confirms that the submitted manuscript has not been previously published, submitted or will not be submitted to other scientific journals. The article should adhere to the editorial guidelines and must not be published or under review by another journal as of the date of submission. Articles featuring students as co-authors are not accepted.
A journal specialist performs the plagiarism check to verify the manuscript's originality using the licensed 'Strikeplagiarism.com' system for automated plagiarism detection (https://panel.strikeplagiarism.com). After the automated plagiarism check, the system generates a comprehensive electronic report detailing the results.
Manuscripts that do not meet the anti-plagiarism criteria are not accepted for further consideration.
Journal manager forwards the manuscripts complying with the plagiarism criteria to the Chief Editor and two Deputy Chief Editors, each responsible for their thematic dimensions. They review the manuscript for compliance with the journal's scope. If the manuscript does not align with the journal's scope, the editorial office sends a rejection letter to the author. The initial consideration process takes three weeks.
Subsequently, peer reviewers are selected for each manuscript that has passed the initial screening, matching their expertise in the relevant subject area. The journal employs a double-blind peer review process in which the identities of both the authors and peer reviewers are kept confidential. The peer reviewers provide a comprehensive review of the manuscript (via the website personal account), including the relevance of the research topic, the author's contribution to the academic field, and the quality of the research findings. All reviews include a recommendation to publish the manuscript (with or without revisions) or reject it.
If the peer reviewer recommends revisions to the manuscript, the journal's specialist sends the review report to the author with a note to 'revise the manuscript according to the reviewer's comments,' with the approval of the Chief Editor (or Deputy Chief Editor). Consequently, the author is expected to provide the revised manuscript within three days. The revised manuscript is then sent back to the peer reviewer for reevaluation. If the author agrees with the peer reviewer's comments but fails to make adequate revisions (after the second submission of the manuscript without addressing all the comments), the manuscript will be rejected.
If the author(s) disagree with the peer reviewer's comments, they may submit a justification letter to the Chief Editor. The Chief Editor, after reviewing the author's justification letter, will make a decision independently or in consultation with relevant members of the editorial team.
Manuscripts that receive a negative review and are rejected by the editorial team will not be reconsidered. In cases of dispute, the final decision regarding the manuscript lies with the Chief Editor.
Publication follows the order of material readiness. The editorial team reserves the right to prioritize sections for upcoming journal issues. On average, a decision on publication is taken within 6-9 months.
Authors are strongly recommended to register in scientometrical databases, such as elibrary.ru (Russian Research Citation Index).
