Abstract

This article discusses the analysis of the educational services market for personnel training for the current period in Mangystau region. Mangystau region, located in the west of Kazakhstan, is one of the main regions of the country in terms of socio-economic development. Thus, the analysis covers the socio-economic and educational development of the region, the global competitiveness of students, early career guidance, the staffing of educational institutions and their retraining programs, as well as the overall quality of education in line with national and international standards. Particular attention is given to the challenges of training competitive specialists with strong intellectual and cultural competencies. At the same time, the development of an Atlas of new specialties and competencies in the Mangystau region based on the Skills Technology Foresight method is becoming relevant today. The research and analysis in this article are the beginning of the preparation of this new atlas and indicate that technological and digital transformation in the modern world is radically changing the structure of the labor market, leading to the emergence of new specialties. and the transformation of traditional professions. In this context, it is widely recognized that the evolving labor market demands from employees not only professional expertise, but also competencies such as digital literacy, problem-solving skills, creativity, and adaptability. The article outlines the foresight methods applied to examine these emerging challenges, including qualitative, quantitative, and synthetic approaches, etc.
