ASSESSMENT OF THE ORGANIZATIONAL AND ECONOMIC DEVELOPMENT OF THE AGRICULTURAL SECTOR OF THE KOSTANAY REGION ECONOMY

Abstract

The article examines the organizational and economic mechanism of agricultural management in the Kostanay region, one of the leading grain-producing regions of the Republic of Kazakhstan. Particular attention is paid to changes in the production structure of regional agriculture, the financial performance of agricultural enterprises, and the system of government support. The study is based on official statistical and budget data for 2020–2025 and employs comparative, structural and dynamic, and financial and economic analysis.

The findings show that, while grain production remains the dominant specialization of agriculture in the Kostanay region, the cropping pattern has gradually become more diversified, primarily due to the expansion of areas under oilseed crops. At the same time, the economic performance of crop production varies considerably from year to year, reflecting the influence of both climatic conditions and changes in market conditions. Changes in the mechanism of government support also play an important role in the functioning of the agricultural sector. In particular, the revised procedure for financing agricultural subsidies has increased the role of the regional budget in implementing support measures for agricultural producers. At the same time, the region’s high dependence on intergovernmental transfers and the persistence of outstanding subsidy obligations indicate the need to improve the stability and effectiveness of the existing support system.

The study proposes a set of criteria for assessing the organizational and economic mechanism of agricultural management, incorporating production, financial and economic, and institutional indicators. The proposed approach enables a comprehensive assessment of the regional agricultural sector and can be applied to monitor the effectiveness of regional agricultural policy and to substantiate measures aimed at improving government regulation.
